Health Insurance Programs for Refugee & Newcomer Youth
Refugees and other ORR eligible populations who are newly arrived in the United States meet the immigration status eligibility requirements for immediate access to the following health coverage options:
- Medicaid, including coverage for refugee families with minor children who meet the state Medicaid income and eligibility criteria.
- Recent federal changes under H.R.1 may affect Medicaid eligibility, renewal process, and healthcare coverage for some ORR eligible populations beginning in October 2026. Policies and implementation may vary by state. Please refer to Center for Medicare & Medicaid Services (CMS) for guidance on Medicaid changes.
- Children’s Health Insurance Program (CHIP), for refugee children whose family income is too high to qualify for Medicaid but otherwise meet CHIP eligibility rules.
- Refugee Medical Assistance (RMA), for newly arrived refugees who do not qualify for Medicaid or CHIP; availability and eligibility criteria for RMA vary by state.
- Health coverage through the Affordable Care Act (ACA) marketplace – refugees may also be eligible to enroll in ACA health plans, often with premium tax credits and cost-sharing reductions based on income.
